Repeals the sunset date (December 31, 2024) that would have ended primary caregiver authorization to cultivate medical cannabis for qualifying patients, allowing the practice to continue indefinitely.

Authorizes qualifying patients to obtain medical cannabis from three sources: licensed dispensaries, home cultivation (not exceeding adequate supply), or from a primary caregiver who cultivates cannabis for them.

Increases the maximum number of qualifying patients for which each cultivation location may grow cannabis from five patients to ten patients.

Removes previous exceptions that allowed primary caregivers to cultivate for minors, adults lacking legal capacity, and patients on islands without dispensaries; primary caregiver cultivation now applies to all patients equally.

Effective date set to December 31, 2050.
