Transfers responsibility for private security contracts at health facilities from the Department of Law Enforcement back to the Department of Health, effective January 1, 2024.

Transfers responsibility for contractual security guard services from the Department of Law Enforcement back to the Department of Human Services, effective January 1, 2024.

Transfers responsibility for security at national guard and state emergency management facilities in the Diamond Head complex from the Department of Law Enforcement to the Department of Defense, effective January 1, 2024.

Maintains existing contract protections to ensure the Act does not impair any contracts existing as of the effective date in violation of state or federal constitutional provisions.

Takes effect July 1, 3000.
