HB 2456 Summary

• Adds 24 new synthetic opioids to Schedule I controlled substances, including fentanyl analogs (alpha-methyl butyryl fentanyl, brorphine, isovaleryl fentanyl, meta-fluorofentanyl) and other opiates (metonitazene, zipeprol).

• Adds 2 new hallucinogenic substances to Schedule I: eutylone (bk-EBDB) and zipeprol, and updates existing hallucinogenic substance definitions with additional chemical specifications.

• Adds 2 new stimulants to Schedule I: amineptine and mesocarb, while reorganizing and updating the definition of substituted cathinones to capture synthetic variants.

• Reorganizes Schedule IV depressants and removes fenfluramine from a separate category, consolidates control of various benzodiazepines, barbiturates, and sleep aids in one section.

• Takes effect July 1, 2024, and updates Hawaii law to align with federal Controlled Substances Act amendments as required by section 329-11 of the Hawaii Revised Statutes.
