Establishes protections for critical infrastructure information received or maintained by the Office of Homeland Security under the Hawaii state critical infrastructure security and resilience program.

Makes critical infrastructure information confidential and non-disclosable to the public, notwithstanding other state public records laws.

Allows the Office of Homeland Security to share confidential critical infrastructure information with federal agencies and state and county agencies for critical infrastructure security purposes, provided information remains confidential.

Defines "critical infrastructure information" to include non-public documents and records related to actual, potential, or threatened attacks on critical infrastructure; vulnerability assessments and security testing; and operational problems or solutions related to infrastructure compromise.

Takes effect July 1, 3000.
