Amends Hawaii Revised Statutes Section 329-104(c) to clarify who may access information from the electronic prescription accountability system.

Adds advanced practice registered nurses (Chapter 457) to the list of healthcare providers authorized to access patient prescription information related to their own patients.

Removes the requirement that pharmacists requesting prescription information must cite a violation or possible violation of controlled substances law.

Authorizes U.S. Department of Veterans Affairs controlled substances prescribers, dispensers, and pharmacists operating in Hawaii to access the system and submit data.

Authorizes employees of the Department of Human Services, Med-QUEST Division to access information from the electronic prescription accountability system; effective July 1, 3000.
