Establishes a special fund called the Dam and Appurtenance Improvement or Removal Grant Program Special Fund to receive and retain funding for dam improvement and removal grants administered by the department of land and natural resources.

Specifies that the special fund shall receive legislative appropriations, moneys from public or private sources, and income from interest, dividends, or other sources related to dam and appurtenance improvement or removal.

Authorizes the department to expend moneys from the special fund for grant awards and program administration including permanent or temporary positions.

Repeals the original one-time $10,000,000 appropriation from Act 134, Session Laws of Hawaii 2023 and reappropriates funds for fiscal year 2024-2025 to be deposited into the new special fund.

Takes effect July 1, 3000 (appears to be a placeholder date pending legislative action).
