• Amends Section 6E-11 of Hawaii Revised Statutes to establish new civil and administrative violations related to archaeological activities and mitigation commitments.

• Adds violation provisions for failing to comply with approved archaeological mitigation commitments, conduct required archaeological inventory surveys, or alter approved plans without department permission.

• Prohibits project development activities within department-approved preservation areas or burial preserves without prior written approval, including equipment transit through such areas.

• Maintains existing penalties of up to $20,000 per violation plus additional damages equivalent to the value of lost or damaged historic property or burial sites.

• Takes effect July 1, 3000.
