Abolishes the Task Force on Beach and Water Safety and the Risk Assessment Working Group established under prior legislation.

Transfers approval authority for warning sign design and placement from task force/working group consultation to the Chairperson of the Board of Land and Natural Resources for state beach parks and county mayors for county beach parks.

Removes requirements for the Chairperson and board to consult with the task force and working group before approving warning signs on beaches and improved public lands.

Maintains liability protections for the State and counties by preserving conclusive presumptions that properly designed and placed warning signs adequately warn of dangerous ocean conditions and natural hazards.

Effective July 1, 3000 (appears to be a typographical error in the effective date).
