Establishes a statutory framework authorizing the Department of Land and Natural Resources to conduct inspections of all public land subject to leases or licenses to verify proper use, maintenance, and compliance with lease terms.

Permits inspections to be conducted by disinterested third-party inspectors contracted by the department, with all inspection costs paid by the lessee or licensee.

Requires inspectors to submit findings and recommendations to the department within 15 days, with the department authorized to take corrective action based on the inspector's report.

Makes it a lease or license violation for lessees or licensees to prevent, obstruct, or unreasonably delay inspections; interfere with inspectors or department personnel; or refuse to comply with corrective actions ordered by the department.

Takes effect July 1, 2024, and automatically incorporates inspection provisions into all existing and future leases or licenses issued by the board.
