Authorizes the Department of Land and Natural Resources to issue temporary licenses for acts otherwise prohibited under Hawaii law that affect threatened species, allowing such licenses to be issued under administrative rules.

Permits threatened species licensing when acts do not interfere with species survival and recovery, are non-lethal conservation actions conferring net recovery benefits, or do not reduce survival and reproductive success of the species.

Allows the department to adopt administrative rules for threatened species conservation that may vary by county, establishing terms and conditions for temporary threatened species licenses.

Amends Hawaii Revised Statutes Section 195D-4 to add a new subsection (h) creating the framework for threatened species licensing while maintaining existing endangered species protections and habitat conservation plan requirements.

Takes effect upon approval.
