Authorizes the Board of Land and Natural Resources to issue interim administrative rules to regulate ocean recreation equipment in state ocean waters without requiring public notice, public hearing, or gubernatorial approval.

Interim rules shall be effective for not more than eighteen months, providing temporary authority to address rapidly changing conditions and emerging ocean recreation technologies.

Exempts interim rules from the standard administrative rulemaking procedures in Hawaii Revised Statutes chapter 91, allowing faster implementation while still providing an alternative process for public input.

Applies specifically to ocean recreation equipment regulation and is designed to protect public safety, reduce user conflicts, and manage marine natural resources until permanent rules can be adopted through standard procedures.
