Requires the Department of Land and Natural Resources to issue all new commercial use permits for commercial ocean recreation activities in an ocean recreation management area (ORMA) by public auction, except for permit renewals and reissuances.

Revises fee assessment criteria for use permits to be based on the impact of permitted activities on natural resources, impact on public access to state boating facilities and waters, and administrative costs (previously limited to vessel use, harbor effect, and facility use).

Expands the scope of Section 200-10 from small boat harbors only to include coastal areas and ocean waters for permit and fee provisions.

Changes commercial use permits to allow carriers-for-hire to pay the greater of: 3% of gross revenues, $1.50 per passenger, or two times the standard moorage fee for recreational vessels of the same size.

Modifies the process for renewing commercial use permits to require written requests for thirty-day extensions rather than automatic extensions when renewals are not obtained timely.
