Establishes a new chapter in Hawaii Revised Statutes regarding apostilles and non-apostille certifications for document authentication.

Requires the Office of the Lieutenant Governor to charge and collect fees for each apostille or non-apostille certification issued, with fees to be established by administrative rules under chapter 91.

Creates the Apostilles and Certifications Special Fund administered by the Office of the Lieutenant Governor, funded by certification fees, interest earnings, and legislative appropriations.

Authorizes the Office of the Lieutenant Governor to expend special fund moneys for operational and administrative expenses including modernization, postage, and supplies for apostille and certification services.

Appropriates unspecified amounts from general revenues and the special fund for fiscal year 2024-2025 and declares the appropriation exceeds the state general fund expenditure ceiling; effective July 1, 2491.
