Amends Hawaii Revised Statutes Section 92-7(b) to require the Office of the Lieutenant Governor and county clerk's offices to "ensure access to" meeting notices rather than "timely post" them in a central location in a public building.

Changes the notice requirement language from "prior to" to "before" the meeting, maintaining the six calendar day advance notice requirement.

Removes the provision that failure to post notices in a central location does not require cancellation of a meeting.

Permits meeting notices to be provided to the Lieutenant Governor's office or county clerk's office via electronic mail to a designated address.

Takes effect on April 14, 2112.
