Amends Section 286-236 to require examiner of drivers to query the Federal Motor Carrier Safety Administration's Drug and Alcohol Clearinghouse beginning November 18, 2024, and prohibit issuance, renewal, transfer, or upgrade of commercial driver's licenses and commercial learner's permits if the driver is prohibited from operating a commercial motor vehicle.

Amends Section 286-240 to require the State to begin downgrade proceedings within 60 days of receiving notification from the Drug and Alcohol Clearinghouse that a commercial driver's license or commercial learner's permit holder is prohibited from operating a commercial motor vehicle, in compliance with 49 CFR section 383.73(q).

Makes technical corrections to existing language, including changing references from "this" to "the" State and replacing "except" with "provided" in regulatory compliance sections.

Clarifies that entry-level driver training requirements apply to drivers holding valid commercial driver's licenses or commercial learner's permits obtained before February 7, 2022.

Takes effect upon approval.
