Amends section 286-239 of Hawaii Revised Statutes to reorganize and clarify commercial driver's license endorsements and restrictions

Adds new "Q" restriction code that prohibits drivers from operating commercial motor vehicles exceeding 18,000 pounds gross vehicle weight rating

Adds new "R" restriction code limiting drivers to operating commercial motor vehicles on Lanai and Molokai islands only

Reorganizes existing endorsement and restriction codes (E, H, K, L, M, N, O, P, S, T, V, X, Z) into a consolidated numbered list without changing their definitions

Takes effect upon approval
