Expands emergency procurement authority to include equipment failures, repairs to public property to prevent further loss or damage, and prevention of serious disruption in government services in addition to existing emergency conditions like natural disasters and riots.

Removes the requirement for Chief Procurement Officer approval prior to emergency procurement.

Requires the head of a purchasing agency to account for money spent on emergency procurements and report that accounting to the legislature within sixty days after the end of the fiscal year in which the procurement was made.

Maintains existing requirement that emergency procurements be made with such competition as is practicable under the circumstances and that written determinations of the emergency basis and contractor selection be included in the contract file.
