HI HB2496

Adds a new alternative procurement method to Hawaii's procurement statutes allowing procuring agencies to use alternative methods when authorized by federal statute, regulation, or approval.

Requires the head of a purchasing agency to make a written determination that alternative procurement is neither practicable nor advantageous before selecting this method.

Requires documentation of the federal authority for the alternative procurement method to be included in the contract file.

Adds alternative procurement as a seventh method of source selection to Section 103D-301, alongside existing methods including competitive sealed bids, competitive sealed proposals, professional services procurement, small purchases, sole source procurement, and emergency procurements.

Takes effect July 1, 2491.
