Adds a new pathway for University of Hawaii students to qualify for resident tuition by graduating from a Hawaii high school within four years immediately preceding enrollment.

Requires students using this pathway to be enrolling in an undergraduate degree program at a University of Hawaii campus.

Students meeting the high school graduation requirement qualify for resident tuition without needing to satisfy the standard 12-month continuous residency requirement or dependent claim restrictions.

Addresses enrollment barriers for homeless students and those with complex family situations by simplifying residency determination for local high school graduates.

Effective date is July 1, 3000.
