Designates the dean of the college of engineering at the University of Hawaii as the chief procurement officer for the University of Hawaii system.

Amends section 103D-203, Hawaii Revised Statutes, to replace the president of the University of Hawaii with the dean of the college of engineering as the chief procurement officer.

Extends the sunset date for the University of Hawaii chief procurement officer designation from June 30, 2024, to June 30, 2027.

Modifies Act 8, Special Session Laws of Hawaii 2021, to align the repeal dates and clarifies that the amendment made to section 103D-203 shall not be repealed when that section is reenacted on June 30, 2027.

Takes effect on June 29, 3000, with the amendment to section 103D-203 remaining in effect beyond the June 30, 2027 sunset date.
