Establishes a unified University of Hawaii Conference Center Revolving Fund to replace separate community college and University of Hawaii at Hilo conference center funds.

Authorizes the University of Hawaii to create separate accounts within the revolving fund for different campuses and operating units while maintaining centralized administration.

Authorizes the University of Hawaii to establish and collect fees and charges for conference center services and to expend funds for costs including honoraria, hotel rentals, food, printing, airfare, lei, audiovisual equipment, and other conference-related services without competitive bidding requirements.

Repeals the existing Conference Center Revolving Fund for the University of Hawaii at Hilo, with any remaining unencumbered balance transferring to the new unified revolving fund.

Requires the University of Hawaii to submit an annual report to the legislature accounting for all income and expenditures of each account within the revolving fund; effective July 1, 2050.
