Increases fines for violations of land use laws in Hawaii from the previous structure to a maximum of $5,000 for general violations.

Imposes enhanced penalties specifically for developers and owners of important agricultural lands who repeatedly misuse designated lands: $20,000 for a second violation and $30,000 for third and subsequent violations.

Enhanced penalties apply when important agricultural lands are not being used as intended, excluding lands with special use permits from the land use commission or county planning commission.

Maintains existing provision that violations continuing beyond six months after citation constitute new and separate violations subject to additional fines.

Effective date set for July 1, 3000.
