HB 2507 Summary

• Requires the Department of Human Resources Development to conduct a statewide remote work study, review county remote work studies, and develop and administer a remote work program by the 2025 legislative session.

• Study must identify state jobs suitable for remote work, areas with lower housing costs and limited job access (in coordination with University of Hawaii economic research), broadband infrastructure conditions, and resources needed to support remote work including childcare, equipment, and training.

• Remote work program shall incorporate study outcomes into one- and two-year action plans with an equity component ensuring fair distribution of benefits across state areas; applies only to Hawaii residents.

• Defines "remote work" as jobs including time spent working outside state offices, encompassing both fully remote and hybrid work options.

• Appropriates funds for one full-time exempt position to support remote work program development; declares general fund expenditure ceiling will be exceeded; takes effect July 1, 2024.
