Removes the prohibition on hearsay evidence in Hawaii Labor Relations Board proceedings by striking the language "No hearsay evidence, however, shall be admitted or considered" from Section 377-9(c), Hawaii Revised Statutes.

Allows the Hawaii Labor Relations Board to admit and consider hearsay evidence while maintaining its existing authority to not be bound by technical rules of evidence.

Addresses conflicts in existing law regarding whether the board can consider hearsay evidence in matters involving collective bargaining, unfair labor practices, and occupational safety and health citation disputes.

Aligns administrative procedures with general principles that allow administrative boards greater flexibility than courts in admitting evidence and permits certain hearsay exceptions applicable in other proceedings.

Takes effect upon approval.
