Defines neonicotinoid pesticides to include acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, thiamethoxam, and any other chemicals designated by the EPA as belonging to the neonicotinoid class.

Restricts use of neonicotinoid pesticides to certified applicators or competent persons under their direct supervision.

Cites research showing neonicotinoids harm pollinator populations including bees, butterflies, and birds, and pose threats to food systems, ecosystems, and public health.

Takes effect upon approval.
