Establishes a teacher housing assistance program administered by the Department of Education to provide monthly housing vouchers (up to $500/month or actual rent/mortgage, whichever is less) to eligible full-time teachers at hard-to-fill schools and public charter schools.

Housing vouchers are valid for one year and renewable for one additional year; can be used for rent, mortgage payments, or down payments on a primary residence.

Eligible teachers must be full-time DOE employees with at least one year teaching experience in Hawaii, commit to teach at a hard-to-fill school for five consecutive years, reside in Hawaii, have household income below a specified percentage of area median income, and not own additional residential property.

If applications exceed available vouchers, housing vouchers will be distributed through a lottery process.

Appropriates funds from the Teachers' Housing Revolving Fund for fiscal year 2024-2025 to provide housing vouchers under this program; effective July 1, 3000.
