Creates a new section 87A-[blank] in Chapter 87A, Hawaii Revised Statutes, to establish state and county health benefit contributions for employees hired after June 30, 2024 upon retirement.

Establishes tiered contribution levels based on years of credited service: 50% of monthly health plan costs for 10-14 years of service, 75% for 15-24 years, and 100% for 25+ years of service.

Applies contribution caps for married couples or civil union partners in employee-beneficiary status, limiting combined contributions to the cost of two supplemental Medicare self or non-Medicare self plans.

Defines "break in service" as leaving state or county employment for more than 90 calendar days and "transfer" as leaving and returning within 90 calendar days; years of service calculated per Chapter 88 standards.

Amends section 87A-36 to clarify its application only to employees hired after June 30, 2001 but before July 1, 2024, with this Act effective July 1, 2024.
