Appropriates $3,556,800 to the Office of the Auditor for fiscal year 2024-2025 operations and $2,800,000 to be deposited into the audit revolving fund; appropriates $6,300,000 from the audit revolving fund for audit functions

Appropriates $4,265,423 to the Legislative Reference Bureau, $1,574,544 to the Office of the Ombudsman, and $1,584,678 to the State Ethics Commission for fiscal year 2024-2025 expenses

Declares that these appropriations will exceed the state general fund expenditure ceiling for fiscal year 2023-2024 by an additional $28,572,120 (1.0 percent), citing public interest and identified needs as justification
