Expands the definition of "beer" to include any alcoholic beverage containing at least 0.5% alcohol by volume obtained by fermentation of malt or any substitute including grain, bran, glucose, sugar, or molasses, and explicitly includes ale, porter, stout, lager beer, and alcoholic seltzer beverages.

Excludes sake, cooler beverages, and distilled spirits products from the definition of "beer."

Authorizes brewpub licensees (Class 14) to sell beer they manufacture on their premises in addition to malt beverages, including for on-premises consumption, off-premises consumption in growlers and brewery-sealed containers, and wholesale to various licensee classes.

Permits brewpubs to conduct manufacturing and sales activities at satellite locations within the state under the same trade name, subject to proper county licensing and jurisdiction requirements.

Takes effect January 1, 3000.
