Prohibits businesses that package and sell food or beverages on-premises from using, selling, or distributing disposable or single-use plastic food ware, beverage cups, lids, and containers after January 1, 2025.

Exempts reusable and refillable containers, compostable plastics certified to ASTM standards D6400 and D6868 (with regional collection and processing access), and packaging used during emergencies deemed necessary by a county.

Defines "plastic" to include conventional plastics (polyethylene, polypropylene, polystyrene) and bioplastics (polylactic acid, polyhydroxyalkanoate, polyhydroxybutyrate) but excludes natural rubber, aluminum, glass, paper, bamboo, and other biomass materials.

Establishes detailed definitions for key terms including "reusable," "refillable," "disposable," and "single-use" to clarify compliance requirements for businesses.

Takes effect July 1, 3000 (note: this appears to be a drafting error, as the prohibition on plastic items begins January 1, 2025).
