Amends Chapter 141, Hawaii Revised Statutes, to add new provisions governing Department of Agriculture leases entered into, renewed, or extended after the Act's effective date.

Requires all such leases to authorize the Department to enter leased premises at any time to identify, investigate, control, or eradicate invasive species.

Allows the Department to terminate a lease if the lessee refuses entry or violates any applicable law, rule, or order relating to invasive species control or eradication.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.
