Establishes an Accessory Dwelling Unit Loan Program within the Hawaii Housing Finance and Development Corporation to provide financing for construction of accessory dwelling units, including upgrades to wastewater systems and sewerage connections.

Authorizes the corporation to make loans to non-depository community development financial institutions at an unspecified interest rate, which then provide loans up to $300,000 to eligible borrowers to finance accessory dwelling units on their primary residences.

Provides technical assistance grants up to $200,000 to community development financial institutions, which must match 20 cents for every $1 of grant funds awarded and dedicate 10% of grant amounts to marketing and outreach.

Creates an accessory dwelling unit loan revolving fund financed through legislative appropriations, loan repayments, interest, fees, and private contributions to support the program.

Exempts accessory dwelling units financed through the program from chapter 104 requirements and prohibits their use as transient accommodations; takes effect July 1, 2050.
