Establishes the Hawaii Interagency Council for Maui Housing Recovery within the Department of Business, Economic Development, and Tourism to coordinate Maui's permanent housing recovery and facilitate state-county collaboration.

Designates the executive director of the Hawaii Housing Finance and Development Corporation as chair, with co-vice chairs from the Hawaiian Homes Commission and Hawaii Public Housing Authority.

Council membership includes 38 members comprising state agencies, county officials, legislative committee chairs, community representatives, and federal agency representatives; nongovernmental members serve without compensation but receive expense reimbursement.

Council shall develop a strategic plan addressing mixed-use, affordable, and rental housing projects on Maui's state and county lands; identify infrastructure needs; prioritize projects; and submit annual reports to the governor, legislature, and Maui mayor.

Appropriates $500,000 in general revenues for fiscal year 2024-2025 to support council operations and assist state and Maui County agencies in applying for federal loans and grants; sunsets June 30, 2034.
