Amends the definition of "harm" under Hawaii's Child Protective Act to clarify that psychological injury includes exposure to abuse or assaultive conduct by family members or others with access to the family home.

Modifies the definition of "harm" regarding dangerous drugs by replacing commas with the word "drugs" to specify that children cannot be provided with dangerous drugs, harmful drugs, or detrimental drugs (except when prescribed by a practitioner).

Requires service plans to include an evaluation or assessment by a domestic violence-trained service provider of family members in the home who are perpetrators or alleged perpetrators of domestic violence.

Changes terminology in service plan requirements from "family group decision making" to "family group decision-making" and makes minor grammatical adjustments.

Takes effect on July 1, 3000.
