Clarifies funding sources for the Hawaii ABLE Savings Program Trust Fund to include: moneys from ABLE savings program managers, governmental or private grants, legislative appropriations, contributor deposits not sent directly to the program manager, and interest earned on fund investments.

Authorizes the Director of Finance to expend all trust fund moneys to fulfill Hawaii ABLE Savings Program purposes, including providing incentive payments to Hawaii public school ABLE account owners to encourage participation by eligible individuals and families.

Requires the Director to maintain separate records accounting for incentive payments and ensures unexpended funds remain in the trust fund rather than reverting to the general fund at fiscal year end.

Appropriates unspecified amounts from general revenues to the trust fund and from the trust fund to the Department of Budget and Finance for incentive payments and to the Department of Health for establishing permanent FTE positions within the State Council on Developmental Disabilities for program outreach and advocacy.

Declares the general fund expenditure ceiling will be exceeded and takes effect December 31, 2050.
