Adds definitions of "biodegradable" (capable of being broken down into carbon dioxide, methane, or simple organic compounds) and "organic waste" (biodegradable material from plants or animals, including green waste, food waste, food-soiled paper, and untreated wood waste) to Hawaii Revised Statutes Section 342G-1.

Amends Section 342G-26 to require counties to assess and plan for diversion of all organic waste produced by facilities generating more than a minimum amount per year, to be determined by the Department of Health.

Requires each county to incorporate the new organic waste diversion requirement into their next integrated solid waste management plan revision submitted to the Department of Health.

Appropriates unspecified funds from general revenues to the Department of Health for fiscal years 2023-2024 and 2024-2025 to reimburse counties for costs of incorporating the new requirements into their plan revisions.

Takes effect upon approval, with appropriations effective July 1, 2023.
