• Requires Hawaii Tourism Authority to study feasibility and develop a plan for a mobile application consolidating all state and county permits, licenses, and reservations for recreational and commercial activities, with payment processing capabilities.

• Mobile application must be accessible to people with disabilities and available in at least eight languages including English, Hawaiian, Chinese (traditional and simplified), Japanese, Korean, Tagalog, and other languages recommended by the Office of Language Access.

• Requires Hawaii Tourism Authority to submit feasibility study findings and recommendations to the legislature no later than twenty days before the 2024-2025 regular session; Section 2 sunsets June 1, 2025.

• Exempts Hawaii Convention Center from Chapter 102 concessions requirements and authorizes Hawaii Tourism Authority to sell or lease naming rights to the convention center facility.

• Authorizes advertising and marketing in or on the convention center facility, with all revenues from such activities deposited into the convention center enterprise special fund; clarifies that outdoor advertising in or on the convention center is permitted under state law.
