Appropriates $6,000,000 from general revenues to the Hawaii Technology Development Corporation for fiscal year 2024-2025 for geothermal energy exploration and community outreach in affected areas

Requires exploration efforts to include both surface and subsurface exploration activities

Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 as permitted under Hawaii Constitution Article VII, Section 9 and Hawaii Revised Statutes Sections 37-91 and 37-93

Takes effect on July 1, 2024
