Establishes a multifamily housing accessibility modifications grant program within the Department of Health to assist property owners in installing accessibility modifications in multifamily housing built before March 13, 1991 (exempt from federal Fair Housing Act requirements).

Allows the Department of Health to award grants to individuals and families at or below a specified percentage of median family income as determined by the U.S. Department of Housing and Urban Development.

Defines "accessibility modifications" as structural changes made to existing premises to enable full enjoyment by persons with disabilities or persons age 62 and older.

Directs the Department of Health to adopt rules under chapter 91 to implement the grant program.

Appropriates unspecified general funds for fiscal year 2024-2025 and declares the appropriation exceeds the state general fund expenditure ceiling; takes effect July 1, 2024.
