• Requires planned community associations with 1,000 or more members to establish a neighborhood security watch program within one year of the Act's effective date.

• Associations must either develop and adopt their own program rules defining scope, volunteer procedures, training, data collection, and legal compliance, or allocate regular assessment funds to a qualified third-party organization offering such a program.

• Associations choosing a third-party provider must select an organization meeting established criteria and provide transparent information to members about allocated funds and services provided.

• Requires at least one publicly noticed meeting before adoption to inform members of options, answer questions, and discuss proposed programs.

• Allows associations to apply to the Department of Commerce and Consumer Affairs for exemptions if implementation is infeasible or alternative safety initiatives are already demonstrably effective.
