Amends Act 4, First Special Session Laws of Hawaii 2021 to replace the mandatory weekly COVID-19 reporting requirement with discretionary reporting by the Department of Health.

Authorizes the Department of Health to require the Department of Education to report on coronavirus disease 2019 potential outbreaks or other public health emergencies in a manner determined appropriate by the Department of Health.

Repeals the requirement for the Department of Education to publish weekly COVID-19 reports on its website.

Prohibits the Department of Health from requiring the Department of Education to include personally identifiable information or education records in any report, in compliance with the federal Family Educational Rights and Privacy Act (FERPA).

Allows the Department of Education to provide personally identifiable information only after determining that a health or safety emergency exists.
