Clarifies that the Board of Land and Natural Resources cannot unilaterally amend lease terms and conditions for public lands being extended under Act 149 (Session Laws of Hawaii 2018), except as otherwise specified in law.

Requires that if the Board wishes to amend lease terms to reflect its current lease form and leasing practices, those practices must first be included in the Board's administrative rules adopted in accordance with chapter 91, Hawaii Revised Statutes.

Allows lease extensions in the Hilo community economic district to continue processing under the Board's current lease form and practices even if those practices have not yet been formally included in the Board's rules.

Defines "lease of public lands" to include both leases entered into through direct negotiation and leases granted at public auction.

Takes effect July 1, 3000 and repeals June 30, 2028.
