Removes the governor's and mayor's authority to suspend electronic media transmission during a declared state of emergency.

Eliminates language from Hawaii Revised Statutes Section 127A-13 that previously permitted suspension of electronic media transmission "to the extent permitted by or under federal law."

Retains all other emergency powers including quarantine authority, utility service suspension, evacuation control, and regulation of hazardous materials.

Takes effect on April 14, 2112.
