HB 2586 Summary

• Establishes a paid family leave program for state and county employees effective July 1, 2024.

• Allows qualified employees (those who have completed at least 1,250 hours of service over 12 months) to take up to 12 weeks of paid leave within any 12-month period for birth or placement of a child, or to care for a spouse, child, parent, or sibling with a serious health condition.

• Requires employees to provide at least 30 days' notice before foreseeable leave and permits employers to require medical certification for leave related to serious health conditions.

• Guarantees employees return to their original position or an equivalent position with the same pay and benefits, and allows continued enrollment in health benefits plans during leave.

• Prohibits retaliation against employees for exercising family leave rights and provides that these benefits supplement rather than replace existing federal and state leave protections.
