Establishes a three-year surcharge on liquor tax beginning July 1, 2024, and ending June 30, 2027, with the surcharge amount to be determined (blank in bill text).

Surcharge applies based on standard drink sizes: 1.50 ounces of distilled spirits, five ounces of wine, and twelve ounces of beer or cooler beverages.

Revenue from the surcharge deposits into the state's general fund.

Repeals automatically on June 30, 2027, restoring liquor tax rates to their prior form.

Cites public health findings that excessive alcohol use causes approximately 384 deaths annually in Hawaii and costs the state $937.4 million in health care, lost productivity, and criminal justice expenses.
