Requires roasted or instant coffee blends to disclose the geographic origin and percentage by weight of all coffees included in the blend on product labels.

Prohibits use of geographic origin names (such as "Kona," "Kau," or "Kauai") in labeling or advertising unless the coffee meets minimum percentage requirements: 20% from July 1, 2024 through June 30, 2025; 30% from July 1, 2025 through June 30, 2026; and 51% on or after July 1, 2026.

Prohibits use of the term "All Hawaiian" on roasted or instant coffee unless it is produced entirely from green coffee beans grown and processed in Hawaii.

Exempts roasted or instant coffee produced from Hawaii-grown beans that are not offered for retail sale directly to consumers from labeling requirements.

Allows retailers who purchased non-compliant coffee blends by June 30, 2024 to sell through their existing inventory until December 31, 2024.
