Creates a new chapter prohibiting persons affiliated with the Chinese Communist Party from directly or indirectly owning, controlling, or acquiring real property interests in Hawaii, with exceptions for de minimus indirect interests in publicly traded companies.

Allows individuals affiliated with the Chinese Communist Party to purchase a single residential property of no more than two acres if they hold a non-tourist U.S. visa or have been granted asylum, provided the property is not within five miles of military installations.

Permits persons who owned property before July 1, 2024, to retain existing holdings but prohibits additional acquisitions; allows acquisitions through inheritance, debt collection, or security interests if the property is divested within three years.

Requires registration of all qualifying property ownership with the Attorney General, establishes civil penalties of $1,000 per day for late registration, and allows the state to place liens on unregistered properties.

Authorizes forfeiture of unlawfully owned property to the state through civil court action, establishes Class C felony penalties for violations, and requires real property buyers to provide affidavits confirming they are not affiliated with the Chinese Communist Party; effective July 1, 2024.
