Exempts actions involving the operation and management of all fisheries in Hawaii from environmental review requirements under chapter 343, Hawaii Revised Statutes.

Establishes that the Department of Land and Natural Resources' fisheries management responsibility includes conducting careful analysis of fishery data and ecosystem impacts without needing additional environmental documentation.

Removes the requirement for the department and those operating or managing fisheries to prepare environmental assessment or environmental impact statement documentation.

Becomes effective upon approval.
