Amends Hawaii Revised Statutes § 571-46 to prohibit family courts from considering a parent's affirmation of their child's gender identity or expression in custody and visitation determinations.

Defines "gender identity or expression" as having the same meaning as provided in section 489-2 of Hawaii law.

Establishes that parents have a constitutionally protected right to direct the care, custody, and control of their children, including those experiencing gender dysphoria.

Does not affect rights, duties, penalties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
