Clarifies statutory language in Hawaii's historic preservation laws to provide equal protection for Hawaiian and non-Hawaiian burial sites.

Changes Section 6E-10.5(b)(3) to require the Board of Land and Natural Resources to "shall impose" rather than "may impose" penalties against violators of Chapter 6E.

Changes Section 6E-10.5(b)(4) to require the Board to "shall order" rather than "may order" alleged violators to appear before the board for a hearing.

Amends Section 6E-11.6(a) to require the Board to "shall impose" rather than "may impose" penalties specified in the statute.

Takes effect upon approval.
